Workshops on drafting and finalization of Administrative Instruction for Learning Centers

Following the roundtable discussion held on 15 March on the functioning of the learning centers, where over 20 civil society organizations formally peldged joint commitment to draft a sub-legal act in the form of administrative instruction for this purpose, two further workshops were held for review and finalization of the draft Administrative Instruction on May 12 and May 29.

Based on the laws and other relevant documents, the following elements are clearly defined in relation to the learning centers and detailed the various aspects related to them:

  • Naming of learning centers
  • Forms of their establishment and functioning
  • Content of program work
  • Criteria for staff engagement, description of their duties and qualifications
  • Financing
  • Procedures for the running of work

For drafting the Administrative Instruction the KOSINT 2020 project has engaged an expert with profound knowledge in the field of education, especially in terms of community learning centers, which has worked closely with colleagues from other civil society organizations in drafting the initial structure of the document.

At the May 12 concluding workshop, together with all the present CSOs, the final draft of the administrative instruction for learning centers was finalized, which, on behalf of all organizations participating in this process, will be submitted for review and approval in Ministry of Education, Science and Technology.
